Opportunity Information: Apply for PAS ALG FY24 04

The Small Grants Capacity Building opportunity is a FY2024 public diplomacy grant from the U.S. Embassy in Algiers (Public Affairs Section) focused on strengthening cultural ties between the United States and Algeria by running a microgrants program. The selected grantee will not simply deliver a single set of activities; instead, it will administer a small grants competition and provide support that helps Algerian civil society actors build skills, visibility, and connections around shared U.S.-Algeria values. A central requirement is that funded programming includes a clear American cultural element, such as collaboration with U.S. experts, U.S. organizations, or U.S. institutions, and that the activities help audiences better understand U.S. policy and perspectives.

The Embassy is prioritizing proposals that use microgrants to support activities in two main areas: academic and professional engagement (lectures, seminars, and speaker programs) and arts and culture (workshops, joint performances, and exhibitions). The intended beneficiaries and audiences are largely Algerian youth, with special emphasis on minority communities and underserved areas. The program also aims to reach civil society organizations and individuals, including influencers and bloggers, as well as Algerian creators, particularly those from marginalized or under-resourced communities and those working on civil society strengthening or climate-friendly and sustainable projects.

This award is structured as a cooperative agreement, which means the U.S. Embassy expects to be closely involved throughout implementation rather than acting as a distant funder. The Embassy anticipates providing input on program design and execution, validating key steps and stakeholders (including potential subgrantees), potentially proposing or adjusting schedules, and reviewing elements of financial management. In practice, applicants should be prepared for regular coordination, clear documentation, and a willingness to adapt plans in collaboration with the Embassy.

In terms of funding and timeline, the Embassy expects to make one to two awards, with individual awards ranging from $50,000 to $100,000 and total funding available of $100,000. The anticipated start date is after October 1, 2024, and projects should run for 12 to 18 months, with completion required in 18 months or less. Continuation funding beyond the initial budget period may be possible on a non-competitive basis, but only if funds are available, performance is strong, and continued support aligns with Department of State interests.

Eligibility is fairly broad for mission-aligned implementers with relevant experience. Eligible applicants include registered non-profit organizations (including think tanks and NGOs), non-profit or governmental educational institutions, governmental institutions, social enterprises (public or private), and entities specialized in the relevant fields. The Embassy explicitly welcomes applications from the United States, Algeria, or other countries, as long as proposals are strongly connected to the priority program areas. For-profit or commercial entities are not eligible to apply.

The opportunity also draws clear boundaries around what it will not fund. Ineligible activities include partisan political programs, charitable or development work, construction, programs supporting specific religious activities, fundraising campaigns, lobbying for specific legislation or programs, scientific research, activities primarily intended to grow or develop the applicant organization itself, and projects that duplicate existing programs. The funding authority is Smith-Mundt FY2024 Public Diplomacy funding, and the application deadline listed for this opportunity is August 4, 2024 (Funding Opportunity Number PAS ALG FY24 04).
